Seat belts save lives; the learner exam tests legal duties, not only habits. The driver is generally responsible for ensuring passengers comply where the rules require it. Child restraints follow separate but related rules—use an appropriate restraint when available.
Study the Seat belts section in the Road Rules book (and Safety material in the collection), then practise Review Questions. Exceptions (such as certain manoeuvres) are spelled out in your manual—learn the exact wording there.
