Steering
refers to the way the driver steers the vehicle as well as the steering wheel.
The driver is required to position both hands and palms on the steering wheel
(ten-to-two or quarter-to-three position). With both thumbs on circumference of
the steering wheel. BOTH hands must be kept on the steering wheel at all times
Keep both hands-on the steering wheel except when the driver changes gears,
enables signals or operating controls and necessary devices. Penalties will be
